Coordinated re-entry programs are proven to reduce recidivism, and our adults and youth inside the justice system would benefit from integrated pre- and post-release services. Medicaid is now funding coordinated re-entry services, and the managed care system is linking with corrections to align services.
CMS has approved demonstration waivers to cover the costs of housing navigation, tenancy & sustaining, deposits, and rent subsidies. The expenses to properly serve the unhoused are significant, and long-term funding is needed to build housing capacity and to develop a sustainable model. Street Medicine programs are reaching people and making a difference, and have become an essential part of the managed care provider networks.
Mental health and substance use services are in high demand, especially in the justice system. A disproportionate number of people with behavioral health issues are not receiving these essential services and nearly 40% of the incarcerated people are diagnosed with a mental health and/or substance use disorder. The federal government has approved more funding to better address these disorders in carceral settings, leveraging medication assisted treatments and supportive services.
The Medi-Cal program is transforming California's Medicaid system as CalAIM and PATH funding is allocated into the 58 counties. CalAIM is a multi-year initiative that is changing delivery systems and creating long-term payment reform. Public health leaders are redesigning local infrastructure while navigating the funding opportunities.
